I'm looking for a movie I liked but forgot mostly

Around 2004 I watched a movie of the year 1999 maybe? I would appreciate if you could help me locate it. PLOT: some terrorists have a weird powerful GREEN bioweapon that they're about to use it again the US. Scenes I remember: 1- a good guy putting a green ball (bioweapon) into one bad guy's throat, which kills him. 2- the bad guys launch a rocket containing a huge lot of the green balls towards the US, the good guys manage to make it blow near the shore, they couldn't stop it, but they could prevent huge damage I'd appreciate help finding the movie.
