Help! I'm looking for a film! Dark comedy/murder theme?

So, there's a film I'm thinking of, but I can't remember for the life of me who is in it or what it's called. I recall seeing it in my early teens, so it must've come out pre-2007. I don't recall the film being particularly old, so I can't imagine it coming out any earlier than 1995 either.

It's set in an American suburb at night for part of the film, and involves several people being either accidentally killed or killed because they witnessed a previous murder. If I recall correctly, someone gets killed with a shovel and another character drowns, and I think one of them is a vicar.

Pretty sure the main character is one of those hapless types whom bad things just happen to. Film is a pretty dark comedy.
