The curse of small budgets or the triumph of adversity? Which films are affected by a small budget

I just watched Scintilla. A micro budget British sci fi film that only we have an ability to make... it's generally pretty bad. Most if not all problems arise from the budget though. Filming is obviously low, so rewrites of script, retakes of shots and resigning for close ups seemed limited. The cast was woeful but then again so was the dialogue. Sets were limited and characters few and far between

But... There was an intriguing premise and quite a good (limited) visuals halfway into the film with an oddly retro aesthetic and an attempt a surreal atmosphere. Some monsters were pretty good if unpolished. None of this was in anyway able to make it watchable though.

So which films were totally hobbled by there budget, which had major story changes because of budget and in which did it bring about a better, tighter or more imaginative film?
