What's this movie called? I can't remember the name of it.

Basically this guy is on ice and he falls through and gets frozen underwater, but instead of dying he just turns into this dude who's freezing cold and walks around stealing peoples life heat so he can be warm again but he can't ever get warm again and I dont remember what happened next I was young.
