Security Guard at a mall cannot remember title

Hello, I recently watched a movie but I cannot remember the title, it was about a man which was a security guard at a mall. (I think he was retarded) and he liked this girl. but a flasher ended up flashing in front of this girl and his goal ended up being yo catch this flasher. His fellow security guard was a crook and stole from the mall. Does anyone remember the title? It was not mall cop
